How do I turn off Pop Ups? : Community Message Boards

How do I turn off Pop Ups?
My pop up blocker in the Tools Bar is "ON" but I'm still getting a popup that originates from "www.uwayou.com".....is there a way to eliminate this ? HELP!!! It is driving me crazy and makes my computer run slowly!
