Toast and finely chop the walnuts. Cut potatoes crosswise into 1/2 inch thick rounds. Trim green beans. Whisk together vinegar, yogourt, mustard and toasted nuts in a small bowl; season with salt and pepper. Add walnut oil slowly, whisking to emulsify.
Cook the potatoes in salted boiling water until tender, about 10 minutes. Cook green beans in salted boiling water about 4 minutes and refresh in an ice bath. Cut the green beans into 2-inch lengths.
Arrange salad and serve.
