In a small saucepan, add water and rice and cook to package instructions.

Season steak with pepper and cook in a large oiled skillet over medium-high heat.

Meanwhile, stack the tortillas and wrap in tin foil. Warm in oven preheated to 375 degrees F. for 10 minutes.

To assemble burritos, divide rice and lay on tortillas. Cut steak into strips and divide, topping with equal amounts of salsa, cilantro and cheese. Roll into burritos.
