Why should wealthy people pay more taxes?
Consider a homeless person. Does he need a fire department? He’s living in a box. Does he need police protection? He has nothing to steal, and any fights he gets into are over before the police show up, if they even bother. Does he need an interstate highway system? Can’t walk on it. Does he care if his country is overrun by godless communists? Might actually improve his situation if the communists are any more sincere than free-market conservatives.
And yonder rich guy? He’s got a car to steal and a house that might burn. He has something to lose in war. His business needs roads and rails and airports to deliver goods. But it’s bigger than that. He needs workers who are well educated. He may have reason to fear foreign competition with his business, or businesses in which he invests. He may desire legal protection for his ideas or legal intervention against competitors.
Rich people use more services, both in an absolute and a relative sense. They need government more. They should pay more for it, both absolutely and relatively.

That's a very interesting question you asked. It seems to me that rich people should pay a lot more taxes than the average person. Some people who don't have very large salaries still pay a lot of tax on absolutely everything. I found irs ogden utah address and decided to contact them to tell such a problem. They answered me that it was unlikely that the government would even consider this problem.
