Directions:  
peel the potatoes, chop into equal size cubes, boil, rinse in cold water let cool.
place eggs in saucepan of cold water once they start boiling time them for five minutes, cover with lid, remove from burner let set for seventeen minutes. place in ice and cold water until cold. peel, chop. (eggs, celery, potatoes, onion can be prepared the day before place in refrigerator.)
slice the celery thin, dice the onion in equal sizes.
in medium bowl add the vinegar, pepper, salt, then add all the other ingredients. blend well, sample to see if more or any ingredient is needed.
