Bulky Bulk-shat

So, in May of 2012 (so this last May), I ran a half-marathon. I did it in 2:04. Not bad, right? Well, then I stopped exercising regularly and gained 7-10 lbs. In September I started exercising again and now it seems like I'm having a really hard time getting back to where I was. I way less, but I fee less tone.
I am going to the gym now, I am trying to do strength training to tone up. But, I feel super super bulky. My arms look huge in all the pictures I've taken. It's frustrating and heartbreaking almost. It makes me want to quit. I am still running about 4 miles 4-5 times a week and doing the elliptical on top of it. My caloric intake is somewhere between 1200 and 1400 calories a day before exercise.
I need help. I don't know what else to do. It's like no matter what I try, I can't win.
