Combine shrimp, 2 tablespoons of rice vinegar and chili sauce in a large bowl. Cover and chill in the fridge for an hour.

Whisk together remaining rice vinegar with olive oil, lime peel, lime juice, paprika, cumin, salt, and garlic.
