Directions:  
Preheat oven to 350 degrees. Spray 2-quart baking dish with vegetable spray. Cut steak into bite-sized pieces; set aside. In a shallow dish, combine flour, salt, and pepper; dredge meat in flour until well coasted. Heat oil in a nonstick skillet over medium-high heat. Add garlic, stiring quickly for about 30 seconds, then add meat; saute' until meat is browned. Transfer to prepared baking dish. Add onion, celery, carrots, and tomatoes; cover and cook in 350-degree oven for 45 minutes. Add potatoes and cook another 45 minutes, or until all vegetables are tender.
